GM didn't allow engines over 400 cubic inches in its intermediate cars until 1970. There were exceptions...

...the Central Office Production Order (COPO) Chevelles, and the Hurst/Olds Cutlasses. And, they let the Buick 401 slide. But the regular production options that the typical showroom browser would have seen did not include anything over 400 cubic inches until the 1970 model year.
