It is a facility built in early 1950's.........

You are correct today stairs would have rail on both sides. The loading platform even today have railing on the back side. BUT as you say OSHA requires workers to be connected to a overhead trolley system so if they fall they do not fall off the platform.
I want it to look a little dangerous like I remember facilities I saw as a kid when Dad worked for Ashland Oil.
