It was listed as a new for '69 option in Chrysler literature. *LINK* *PIC*

The scoops were part of a cold air package than included underhood ducting connected to the air cleaner. The link below is to the literature, and the pic below is the page introducing the new option. Interestingly, a 1968 Coronet is shown in the photo, but I suspect that it would have been a test unit to ready the option for '69. As far as I know it wasn't available on a '68 model, but you're right that you can never say never when it comes to goings on at the factories in the good old days.

The '68 Coronet in your photo looks like a car that was put together as a hot rod. The hood scoops appear to be in a non-factory location, plus it's painted a non-stock color, etc. Which is fine, hot rods are great. I love 'em, and we all know lots of cars had stuff added to them back in the day that wasn't factory correct, but was cool nonetheless. :-)
