One time (and I'm serious) we had a build going to "pass it one builder to the right" for your stalled build - but they all stalled out, too. I think I might still have it in the archives

The fly in the ointment was that you couldn't raise your hand for something you really wanted - you just got one blind.

A lot of them were one of those "ahhhhh, that is really .... interesting."

Maybe there are workarounds. That said, it might be hard to get very spooled up about finishing someone else's work, which is human nature.
