I'm sure there are more knowledgable people than me who will chime in, but here's how I understand it.

Back in the 90's it became a lucrative cost saving measure to move production to China due to labor rates (not just our hobby, but most industries). But doing so signed a metaphorical "deal with the devil" because once tooling enters their borders it is not leaving. The Chinese government claims ownership. So our domestic model producers(Revell/Round 2/Moebius) are unable to simply bring the tooling back here and run it. Atlantis is able to do "Made In the USA" because they bought tooling from Revell (Blitz) that was never moved to China by the former owners of Revell. Salvinos bought the NASCAR portion of that same tooling, but their new tooling is made here as well.

And this issue with China has been the storm cloud for a long time, so that's why I don't understand why any new tooling that Moebius/ Round2 creates isn't made here. I can understand it for Revell because they are actually owned by a German company, and do source kits made in countries other than China. But in my opinion any new tooling, especially of USA-centric subjects by Round 2/Moebius should be done here. The savings by having production in China no longer outweigh the logistics and back end issues. I do speak from experience on a bigger scale since I work for a company that has slowly shifted some of our injection molding back in house to the US with each new product line launch.
