Sounds like kit got damp or sat in high humidity for a while.....

When Hurricain Danny came through Charlotte it flooded my model room. 2 ft of water sat in there for hours.That was enough to trigger the glue on some decals w/o getting wet. If you soak them for 10 minutes and still not release the glue has triggered and set.
