There are workarounds...make every car on the lot a "demo", putting miles on it makes it a "used car" and makes those rules tough to enforce...

Some of the long-time dealers seem to be looking at this as a chance to take advantage of people one more time, then they will retire and sell the franchise. I heard one guy talking about a "used" Maverick pickup he had checked out...$48,000...original sticker was $26,000. He'd bought several vehicles from that dealer...they won't sell him that one or any others in the future. Bet you see a lot of new names on dealerships (and fewer of them) in coming years...
