I like to use a primer coat when I am painting figures. The method i have used in the past involved painting the figure's 'skin' with black primer, and building layers of different shades, but it can be time consuming. For what you want to do, I would recommend...

Tamiya white primer, followed by Vallejo acrylics for the skin and clothing. Once the paint is dry, coat the figure with Future, then add your washes (adding depth to the figure). After that, airbrush or brush a coat of Vallejo Matte Finish to seal it in. Hope this helps!
